STEP Jin Xinhai | Awarded as a Shanghai High-Tech Achievement Transformation Project — Pioneer Figure

The “2020 Shanghai Top 100 High-Tech Achievement Transformation Annual Conference,” hosted by the Shanghai Science and Technology Entrepreneurship Center, was held on December 29, 2020, at the China Financial Information Center. Leaders from relevant municipal commissions and offices—including the Shanghai Municipal Science and Technology Commission, the Municipal Commission of Economy and Information Technology, the Municipal Commission of Commerce, the Municipal State-owned Assets Supervision and Administration Commission, the Municipal Bureau of Finance, the Municipal Taxation Bureau, and the Municipal Intellectual Property Bureau—as well as representatives from district-level science and technology commissions, the top ten enterprises among the Top 100 High-Tech Achievement Transformation Projects, and pioneering figures in achievement transformation, attended the conference.

Lu Min, Deputy Director of the Shanghai Municipal Science and Technology Commission, delivered a speech at the conference. Lu Min stated that the High-Tech Transfer Policy has been in place for over two decades and has played a significant role in promoting the development of the city’s high-tech industry and fostering the core competitiveness of enterprises. To date, a total of 13,632 high-tech transfer projects have been recognized, with special financial funds allocated to high-tech transfers exceeding 10 billion yuan. The policy has facilitated the settlement of over 2,900 high-tech professionals, and more than 10,000 individuals have been awarded mid- to senior-level professional titles through the commercialization of research outcomes.

In November 2020, a new round of regulations on high-tech enterprise recognition and special funding programs were introduced. These new policies fully implement the General Secretary’s requirements for Shanghai’s scientific and technological innovation—namely, “four new initiatives” and “four firsts”—and place particular emphasis on “innovation-driven approaches,” “precise policy measures,” and “reform to enhance efficiency.” Notably, this year saw the launch of a new online application system for high-tech enterprise policies, marking the first-ever fully electronic process for applying for high-tech funds, eliminating the need for enterprises to make any physical visits. With support from the Municipal Tax Bureau and the Big Data Center, efforts are being made to leverage data sharing for automated data verification, significantly reducing the amount of documentation required and greatly improving the efficiency of the review process.

At the event, awards were presented to the “Top 100” Shanghai High-Tech Achievement Transformation Projects of 2019, the “Top 10 in Independent Innovation,” and the “Pioneering Figures.” Outstanding teams and individuals from the Shanghai High-Tech Achievement Transformation Liaison Stations were also recognized. In addition, thematic sharing sessions and demonstrations of achievement transformation projects were held, focusing on the commercialization of scientific and technological innovations.

STEP “SE-type Elevator Controller” and “AS-type Smart All-in-One Machine” were recognized as Shanghai High-Tech Achievement Transformation Projects for 2019. Jin Xinhai, Deputy General Manager of STEP, was named a Pioneer of the Year 2019.

In the “Creating the Future” program on the Pudong Channel of Oriental Finance, this episode specially invites five award-winning individuals—including Jin Xinhai, Deputy General Manager of STEP—to deliver keynote speeches. A live observation panel, composed of “Future Observers” from the Municipal Science and Technology Commission, advisors to the High-Tech Transformation Evaluation Committee, tech-focused investment banks, and founders of technology enterprises, along with a “Future Think Tank” comprising members from the Pudong New Area Science and Technology & Economy Commission, the Xuhui District Science and Technology Commission, Shanghai Jiao Tong University, SAIC Group, and other organizations, will engage in impromptu Q&A sessions with the speakers.

Under the title “Riding the Blue Ocean and Pioneering Waves,” Jin Xinhai recounted how STEP has consistently pursued excellence over the past 25 years. Despite a challenging market environment, the company has continuously expanded into niche markets, overcome technical hurdles, and achieved a transformative leap—from simply having good products to delivering outstanding ones. Using the story of STEP 2003 acquisition of Germany’s SIGRINER as an example, Jin highlighted the company’s forward-looking strategic vision and its market-oriented approach to building itself into a key engine for China’s dual-circulation economic strategy, both domestically and internationally.

The controller and the variable-frequency drive are the “brain” and the “hands” of an elevator—the controller acts like the brain, while the variable-frequency drive functions as the arms. When the hands and brain operate independently, numerous drawbacks arise. However, STEP self-developed “integrated unit,” after three years of zero production, suddenly yielded remarkable results, achieving a perfect integration of hands and brain that has revolutionized the elevator industry. From 2007 to 2020, STEP elevator control-and-drive integrated unit became a global bestseller in the elevator industry.

Since 2002, STEP has filed 15 “High-Tech Transformation Projects.” With the support of the national high-tech transformation policies and under the guidance of leaders and teachers from the Municipal Science and Technology Commission and the Municipal Science and Technology Entrepreneurship Center, STEP has continuously achieved new breakthroughs in technological innovation. These achievements enable Chinese-made products to make technological progress that can bring back hundreds or even thousands of times more benefits to our motherland, thus fulfilling the company’s mission of enabling humanity to share the convenience and happiness of an intelligent society.
