To implement the “Implementation Opinions of the Shanghai Municipal People’s Government on Carrying Out the State Council’s Opinions on Strengthening Vocational Training and Promoting Employment” (Shanghai Government Document No. 54 [2011]) and the “Thirteenth Five-Year Plan (Special Project) for the Construction of Shanghai’s High-Skill Talent Training Base” (Shanghai Human Resources and Social Security Bureau—Vocational Education Document No. 480 [2016]), and to accelerate the development of a high-skilled talent pool in this city, the opening ceremony for the first session of the specialized vocational skill training program in “Welding Robot Assembly and Debugging” at the Shanghai Robotics Industry High-Skill Talent Training Base was held as scheduled on May 15, 2019, at Shanghai STEP Electric Co., Ltd. Attending the opening ceremony were Zhang Yue, leader of the Personnel and Education Division of the Shanghai Municipal Commission of Economy and Information Technology; Liu Jian, Deputy Director of the Testing Institute of Shanghai Electrical Science Research Institute (Group) Co., Ltd. and head of the Shanghai Robotics Industry High-Skill Talent Training Base; Yang Bin, General Manager of Shanghai STEP Robot Co., Ltd.; and Qian Wei, Deputy Director of the Central Research Institute of Shanghai STEP Electric Co., Ltd.

At the opening ceremony, Zhang Yue from the Personnel and Education Division of the Shanghai Municipal Commission of Economy and Information Technology stated: On May 10, 2019, at the regular policy briefing held by the State Council Information Office, Deputy Minister of Human Resources and Social Security Tang Tao announced that 100 billion yuan would be allocated from the surplus of the unemployment insurance fund to provide skills enhancement and retraining programs for more than 15 million worker-times. Specialized vocational competencies are a key component of professional qualification certification. Effectively carrying out training and certification in these specialized vocational competencies will greatly enhance the technical capabilities and proficiency of enterprise employees.
Basic knowledge instruction
The first session of the "Welding Robot Installation and Commissioning" training program has a total of 29 participants, all from various departments at STEP—including production, R&D, engineering, and after-sales—working in positions related to robot commissioning. The training combines theoretical instruction with hands-on practice. The training institution is Shanghai STEP Electric Co., Ltd. The course content comprises five major modules: basic robot knowledge, robot installation, teach pendant programming, welding programming, and fault diagnosis. After completing the training, a unified certification exam is scheduled for May 30th, administered by the Shanghai Shangdianke Vocational Skills Certification Institute and supervised by the Shanghai Municipal Human Resources and Social Security Bureau. Participants who pass the exam will receive a Specialized Occupational Competency Certificate issued by the Shanghai Municipal Human Resources and Social Security Bureau.
