16+1 Central and Eastern Europe Innovation Cooperation Conference
On November 6, 2018, the opening ceremony of the 3rd China-Central and Eastern European Countries Innovation Cooperation Conference (also known as the 16+1 CEE Innovation Cooperation Meeting) was successfully held in Sarajevo, the capital of Bosnia and Herzegovina. Chinese Premier Li Keqiang sent a congratulatory letter to the conference. At the opening ceremony, Zhang Jianguo, Deputy Minister of China’s Ministry of Science and Technology and Director of the State Administration of Foreign Experts Affairs, read out the congratulatory letter and delivered a speech. Also attending the opening ceremony were Dženita Zvizdić, Chairperson of the Council of Ministers (Prime Minister of the Government), Šarović, Vice Chairperson of the Council of Ministers (Deputy Prime Minister) and Minister of Foreign Trade and Economic Cooperation, and Jusko, Minister of Communications and Transport of Bosnia and Herzegovina.
During the conference, more than 20 events were held, including an Innovation and Cooperation Forum, keynote speeches, panel discussions, project promotion sessions, one-on-one matchmaking meetings, and exhibition displays. Over 150 representatives from industry, academia, and research institutions across 14 provinces and cities attended the event, showcasing more than 40 projects spanning multiple fields such as electronic information, new energy, environmental protection, and advanced manufacturing.

The Shanghai delegation consists of representatives from the Shanghai Science and Technology Exchange Center, Donghua University, Jiaotong University, East China University of Science and Technology, and Shanghai STEP Electric Co., Ltd. They brought along two project proposals, with three participants attending the matchmaking event. One B2B project match was arranged, and one preliminary intention for cooperation was discussed.

Shanghai STEP Electric Co., Ltd. has reached an intention of cooperation with the Joint National Children’s Fund of Bosnia and Herzegovina. The fund is dedicated to promoting science education for local children, especially girls. This collaboration is planned to leverage STEP’s desktop industrial robot products as a key link to advance the fund’s efforts in IT-based children’s education.
Shanghai Jiao Tong University engaged in exchanges with government and university representatives—including Chen Bo, Chinese Ambassador to Bosnia and Herzegovina, and Lao Weixin, Director of the Confucius Institute at the University of Sarajevo—as well as representatives from several innovative local enterprises in Bosnia and Herzegovina, to gain a better understanding of local needs and opportunities for innovation cooperation.
The Anhui Meikedi Intelligent Microcapsule Technology Co., Ltd., represented by the delegation, presented its project at the conference and engaged in B2B matchmaking with Bosnia and Herzegovina’s Natural Essential Oil Technology Co., Ltd., reaching a preliminary agreement on cooperation and exchange aimed at mutually developing each other’s markets. Intelligent microcapsules represent a new type of microencapsulation technology developed domestically, with applications in household care, textiles, electronic products, and the aerospace industry.
Through this participation in the conference, the Shanghai delegation fully communicated with local governments and enterprises, gaining a deep understanding of local government policies, the cultural environment, and social development. They profoundly grasped the significance of the nation’s “Belt and Road” initiative and China’s cooperation with Central and Eastern European countries. They also recognized the responsibility and commitment that Chinese universities and enterprises bear in fostering scientific and technological cooperation and exchange. Moving forward, they will continue to strengthen communication with local governments and enterprises, doing their utmost to facilitate the early transfer and commercialization of scientific and technological achievements.
