Invitation to Public Tender by Shanghai STEP Group, 2025

Dear Partner:

In the current environment, in order to jointly explore new markets and seize the promising, future-oriented, and expansive opportunities for collaboration, Shanghai STEP will launch its annual bidding process. The relevant rules are hereby announced as follows:

I. Bidding Method

Bidding on the SRM platform or offline tendering.

II. Scope of Tender

Including, but not limited to: power semiconductors, bipolar and field-effect transistors, optocouplers, various types of chips, relays, sheet-metal structural components, injection-molded parts, castings (such as cast iron/die-cast aluminum), molds, heat sinks, low-voltage switchgear cabinets, high-frequency transformers, connectors and sockets, fans, various low-voltage electrical components, PCBs, wire harness processing, and various types of wires and cables.

III. Qualification Requirements

1. An independent corporate entity registered within the territory of the People's Republic of China that is capable of independently assuming civil liabilities.

2. The company has performed well in terms of business results and financial condition, and has no significant record of disciplinary violations during its business operations.

3. Suppliers possessing industry qualifications in the aforementioned categories (but not limited to these) are all eligible to register for this tender.

IV. Bidding Rules

1. Scope of Categories: The scope of this tender covers 80% of the material numbers in terms of procurement value.

Quota Allocation:

① Bid No. 2: Bid No. 1 accounts for 70%, and Bid No. 2 accounts for 30%.

② Three criteria: Criterion 1 accounts for 60%, Criterion 2 for 30%, and Criterion 3 for 10%.

③ The supplier that did not win the bid will cancel its quota within the specified period.

2. Bidding Rules

① Based on each individual material, existing suppliers (i.e., suppliers currently providing goods) must submit bids.

② If a supplier fails to comply with the bidding requirements, adjustment policies will be applied simultaneously to both the materials currently in high supply and those that do not meet the bidding criteria. In severe cases (where the amount of non-compliance is significant or the compliance rate is low), such suppliers will be removed from the supplier roster.

③ For new suppliers selected in the first bid, establish a full-process team led by STEP to participate and develop a time-bound implementation plan for their onboarding.

3. Rules regarding the replacement or change of brands and models: New supplier samples and specification sheets must be provided to Party A within 30 calendar days from the date of receipt of the notice of award.

V. Confidentiality Requirements

During the bidding and auction process, suppliers shall strictly comply with confidentiality provisions and shall not disclose to any third party information related to this auction; otherwise, they shall bear the corresponding legal responsibilities.

VI. Authenticity of Information

All information provided by suppliers and potential partners must be true, accurate, and complete. Any falsification or concealment, once discovered, will result in the immediate disqualification of the bidder and legal liability being pursued against the party concerned.
