Ruan Qing, Executive Deputy Director of the Changsan Office, visited STEP to inspect the “All-Yangtze River Delta Robot Manufacturing” initiative.
2023-03-13
On February 24, Ruan Qing, Deputy Director of the Shanghai Municipal Development and Reform Commission and Executive Deputy Director of the Yangtze River Delta Regional Cooperation Office, visited Shanghai New Motion Robot Co., Ltd. to inspect the progress of the “Yangtze River Delta–Made Robots” initiative. At the site, he examined the manufacturing and testing processes of New Motion’s “Yangtze River Delta–Made Robots,” listened to a briefing on the project’s progress, and encouraged New Motion to benchmark against world-class brands, intensify scientific research and technological breakthroughs, elevate its technical standards, expand market applications, achieve high-level domestic substitution, and become an internationally first-class robot brand, thereby contributing to the development of the Yangtze River Economic Belt and the national economy.
In July 2022, the Shanghai Municipal Commission of Economy and Informatization sent a letter to the Department of Industry and Information Technology of Jiangsu Province, the Department of Economy and Informatization of Zhejiang Province, and the Department of Economy and Informatization of Anhui Province, requesting their support in developing the first “Made Entirely in the Yangtze River Delta” robot and promoting collaborative cooperation across the industrial chain. Leading with STEP as the “chain leader” enterprise, the initiative brings together 12 companies from upstream and downstream sectors of the Yangtze River Delta robotics industry chain to jointly develop a robot whose all components are sourced from within the Yangtze River Delta region.

As the leading enterprise in the chain, in 2022, under the guidance of the Yangtze River Delta Office, the Shanghai Municipal Development and Reform Commission, and the Shanghai Municipal Commission of Economy and Information Technology, STEP joined forces with 12 upstream and downstream enterprises in the Yangtze River Delta robotics industry chain to jointly develop a “Made in the Entire Yangtze River Delta” robot, all of whose components are sourced from the Yangtze River Delta region. After verification by third-party testing institutions and real-world market applications, the robot’s overall performance has reached a domestically leading level and is approaching the world-class standard. In 2022, STEP sales volume of “Made in the Entire Yangtze River Delta” robots exceeded 700 units, and these robots have been integrated into automotive complete vehicle production lines, marking a breakthrough for domestic brands entering the production lines of major automotive manufacturers—a “zero-to-one” milestone.

STEP “All-Yangtze River Delta–Made Robots” Serving Automotive Production Lines
Deputy Director Ruan Qing pointed out that the Yangtze River Delta region—comprising three provinces and one municipality—is a key hub for the high-quality development of China’s robotics industry. The region accounts for over 50% of the nation’s robot production capacity and ranks among the top in terms of market share nationwide. It brings together a leading group of Chinese enterprises specializing in critical components, robot bodies, and integrated applications for domestically produced robots, providing an excellent foundation for the further development of the robotics industry. As the performance of domestically produced robots continues to improve, domestic brands are gradually gaining greater recognition from businesses. Robotics companies in the Yangtze River Delta will leverage order-driven demand, fully utilize their existing supply chains, and capitalize on the high-quality supply networks established by international brands in China to enhance both performance and production capacity, effectively control costs, and serve manufacturing enterprises across the Yangtze River Delta and the entire country. While achieving a higher level of domestic substitution, these companies will also expand overseas, engaging in direct competition with world-class international brands on a larger scale and at a higher level.
Deputy Director Ruan Qing requested that the Office of the Yangtze River Delta Robot Industry Alliance, in light of the actual conditions of enterprises along the “Entire Yangtze River Delta Robot Manufacturing” industrial chain, introduce policies aimed at ensuring talent supply and expanding market demand. Taking the opportunity of fostering cooperation within the “Entire Yangtze River Delta Robot Manufacturing” industrial chain, we should promote the application of key component enterprises in mainstream domestic robot manufacturers, thereby fostering mutually beneficial and win-win outcomes across the industry’s upstream and downstream sectors. By intensifying efforts to upgrade enterprise technologies, we can encourage wider adoption of Yangtze River Delta-made robots in various application scenarios, driving the high-quality, orderly development of the entire Yangtze River Delta robot manufacturing industrial chain and enhancing its resilience.
Vice Director Ruan Qing stated that the Yangtze River Delta region must take the lead and play a better role as an economic stabilizer, a source of development momentum, and a testing ground for reform by achieving high-level self-reliance and strength in science and technology, building world-class industrial clusters, and more effectively representing the country in international cooperation and competition, thus better showcasing to the world the bright prospects of Chinese-style modernization.
Leaders from the Office of the Three-Year Plan, the National Development and Reform Commission, and the Ministry of Industry and Information Technology, along with Ji Yi, Chairman of STEP Group; Jin Xinhai, General Manager; Zhou Guangxing, General Manager of the Robotics Division; and Huang Huijie, Director of the Shanghai Robotics Industry Technology Research Institute, attended the meeting together.
