On April 28, the strategic cooperation signing ceremony between AVIC Baosheng Intelligent and STEP Robot, along with the unveiling ceremony of the “AVIC Baosheng Intelligent—STEP Robot Joint Technology Center,” were solemnly held in the auditorium of STEP Robot’s factory on Siji Road in Shanghai. Senior executives from both companies attended the event, including Feng Tongjian, Director of the Military Industry Supporting Division of the Shanghai Municipal Commission of Economy and Information Technology; Shen Shuo, Deputy Director of the Economic and Information Technology Commission of Jiading District; Ma Guolin, Senior Specialist/Assistant to the General Manager of AVIC Electromechanical; Duan Zhigang, Secretary of the Discipline Inspection Commission/Director of AVIC Baosheng; Li Weizhong, Chairman of AVIC Baosheng Intelligent; Yuan Zhongmin, Vice Chairman of STEP Robot; and Cai Liang, Executive Vice President of STEP Robot and General Manager of STEP Robot Robotics.

Mr. Cai stated: Zhonghang Baosheng Intelligent Technology (Shanghai) Co., Ltd. began using STEP robots in 2015. After more than two years of in-depth exploration, the two companies have finally come together today and decided to sign a strategic cooperation agreement.

The strategic partnership between Zhonghang Baosheng Intelligent and STEP Robot aligns with the national strategies of “Made in China 2025” and “Military-Civilian Integration.” By deeply integrating in areas such as technology, products, solutions, and markets, the two companies will undoubtedly accelerate the maturation of high-quality domestically produced robots and promote the transformative development of China’s manufacturing sector.

Speech by Director Feng Tongjian, Department of Military Industry Support, Shanghai Municipal Commission of Economy and Information Technology
Director Feng’s speech pointed out that in 2016, Shanghai’s integrated military-civilian economic output reached 380 billion yuan, accounting for roughly 10% of the city’s total industrial output. The integration of military and civilian sectors has played a crucial role in promoting steady growth, restructuring, and facilitating the transformation of Shanghai’s manufacturing sector.

This year, in the work of transitioning military industries to civilian use and encouraging civilian participation in the military sector, Shanghai is placing particular emphasis on the following initiatives: 1) Establishing the Shanghai Military-Civilian Integration Industry Investment Fund, with an initial target amount of 3.2 billion yuan, primarily to meet the funding needs of key industries driving military-civilian integration. 2) Supporting the establishment of physical centers dedicated to promoting military-civilian integration, setting up the Shanghai Military-Civilian Integration Expert Committee, organizing forums and other related activities, and providing information and advisory services to enterprises. 3) Implementing the alignment between the Defense Science and Technology Industry 2025 initiative and the Made in China 2025 strategy, with a particular focus on supporting innovation projects in high-end intelligent equipment and related fields. 4) Strengthening cooperation with various districts in Shanghai to establish specialized industrial parks for military-civilian integration, thereby making new contributions to the region’s transformation and development.

Speech by Ma Guolin, Senior Specialist/Assistant to the General Manager of AVIC Electromechanical Systems.
In his speech, Mr. Ma stated that AVIC Electromechanical Systems is implementing a “1+3” strategy: the “1” refers to its core aviation business, while the “3” represents three strategic industries—automotive components, power and electrical systems, and high-end and intelligent equipment. In fact, more than 80% of military technologies can be adapted for civilian use, and conversely, over 80% of civilian technologies can also be applied to military purposes. Both sides of our partnership will uphold the principles of integrated innovation and shared benefits, working together to promote the development of the high-end manufacturing industry.

Speech by Deputy Director Shen Shuo of the Economic and Information Commission of Jiading District, Shanghai Municipality
Vice Director Shen stated: Intelligent manufacturing and robotics are among the four key industries that Jiading District is focusing on developing. Since its IPO, STEP has experienced rapid growth. The Jiading District government has provided extensive support in various aspects, including land acquisition and policy consultation. Particularly after the district’s emphasis on developing the robotics sector, the goal is for STEP to establish an intelligent manufacturing industrial park in Jiading.

Both partner factories are located in Jiading. The district government will continue to provide even greater support in areas such as the environment and policies. We hope that today’s collaboration between the two sides will soon yield tangible results and make an even greater contribution to intelligent manufacturing in Jiading.

Speech by Duan Zhigang, Secretary of the Discipline Inspection Commission and Director of AVIC Baosheng
Zhonghang Baosheng Intelligent is affiliated with the Zhonghang Baosheng Group. Director Duan Zhigang is in charge of the group’s smart technology business segment. In his remarks, Mr. Duan emphasized that in the age of information and globalization, it is essential to join forces with strong partners. Only by standing on the shoulders of giants can we see farther and go further. By competing with top experts and forming alliances with them, we can achieve a synergy effect where 1 plus 1 is greater than 2.

Baosheng Intelligent and STEP Robot both belong to the strategic emerging industries and are brimming with vitality. Through this strategic partnership, we aim to deepen resource utilization, integrate business operations, and provide end-to-end services, fostering all-round cooperation that leverages each other’s strengths, achieves mutual benefits, and ultimately enables us to achieve common development, continuous improvement, and jointly become leaders in the intelligent transformation of our industry.

At the meeting, Deputy General Manager Zhou Guangxing introduced to everyone STEP Robot’s core technologies, product lines, application fields, and intelligent manufacturing projects.

At the event ceremony, Chen Guoxiang, General Manager of AVIC Baosheng Intelligent Technology (Shanghai) Co., Ltd., and Cai Liang, General Manager of Shanghai New Motion Robotics, signed a strategic cooperation agreement on behalf of their respective companies and officially unveiled the “AVIC Baosheng Intelligent–New Motion Robotics Joint Technology Center.”
